No. There was never any statement that they were Eeveelutions before being revived. That's a fan theory based on Raikou, Entei, and Suicune's types. Pokémon Generations shows silhouettes of dog-like Pokémon that get revived into the legendary beasts but they look nothing like Eevee or its evolutions. If anything they look like 10% Zygarde, but that's just because they're vaguely Dobermann looking.

The Suicune one is Water/Dragon. Dataminers found a Hydro Steam move for it. Name is Uneruminamo in Japanese from its trademark, which translates to something like Whirling Waves.

The Virizion one is either Grass/Psychic or Fighting/Psychic. Dataminers found its move name Psychic Blade. No trademark found for its name yet, but something like Iron Judge would make sense.

Raikou is from the legend of thunder beasts which most often takes the form of a tiger.
Suicune is supposed to be a mix of a Quilin and a leopard.
