It doesn't need resistances to be a physical wall with that bulk, all it needs is minimizing its weakness so being weak to two low-tier offensive types is ideal for it.

Defensively yes but it keeps the STAB.
Lots of fast offensive mons use Tera Ice with great success.

Tera changing into Fighting or Ground would probably be best. You get to resist incoming Rock attacks and get boosted damage on either Body Press or Earthquake assuming you choose to run those moves. Water is also an option for Fire/Steel resist.

What I don't get is why nerf hail/snow, sandstorm does both and despite the occasional broken team is only relevant for one mon, all the non-damaging weathers buff the power of their respective type moves and even snow itself used to double ice types speed, honestly I don't know what did this type do to GF to deserve this treatment.

Two common types and the third one which should be the one that's technically buffed but really isn't. Changing it in this way only makes it less appealing to use Ice types because even with their buffed defense they're still extremely frail with a shit ton of weaknesses, hell, it's even worse because it basically makes veil setters the only mon you want to run especially in doubles.
