Nobody who ends up on a tiering council is going to suddenly forget how to play and then drop to 1100 with the rest of /vp/, which is why you never see anyone removed for suddenly sucking at the game.
Once you're looking at good players, tournament results matter a lot more than ladder results. /vp/ is not good players, so there's an actual point to asking for ELO: like 90% of the people shitposting about Smogon or VGC don't play at all, let alone at a decent level.
