yes, but the entire point of nuzlocking is not knowing what pokemon you're going to find in your first random encounter each route, if you can see everyone pokemon out in the wild and pick and choose from them freely, thay kinda ruins the entire concept

I picked up a Buizel very early on and he's still on my team as a Floatzel. Soak is surprisingly really really useful. Lets me False Swipe Ghost-types, remove STAB bonus, change annoying typings I have trouble with to one I can easily handle, and improve the catch rate with Net Balls. It's good.

Also you can change nature, Tera typings, and abilities with items, boost stats to perfect IV-tier with bottle caps, and remove EVs to build them properly, so any mon you grow attached to can be made "perfect".

...no its not? The point is to capture the first Pokemon you encounter on each route, not to have it be a complete mystery. Only so many Pokemon are even capable of spawning per-route in older games anyways. Pic related is Route 1s entire encounter pool for Kanto in Gen 3

someone smarter than me could probably think of modified rules to reflect the new game, but within a nuzlocke framework where you still need to avoid fainting.
Maybe take a several sided dice like roleplaying games use, assign the visible mons in a sector a side of the dice, then catch only what faces up.

But you don't know if the first pokemon you encounter on route 1 will be a Pidgey or a Rattata. if you walk into route 1 and a bunch of Pidgey and Rattata just start spawning freely for you to just pick which to catch, then it goes against everything a nuzlocke is supposed to be
