>>52351366I think the proper way to do it would be to still have a Smogon-esque tiering system. As much as their decisions are often bad, having Pokemon broken up into tiers where they can thrive was a good one.
And having those tiers be usage-based was also good. One of the few ways the peoples' decisions were impactful.
Maybe make it so if a Pokemon goes above a certain usage% in a tier, it gets automatically suspected. No questions asked.
And give it a chance to be unbanned if it does poorly enough in the tier it got banned to.
And prioritize common sense over consistency. If it's really obvious that the move is broken, like Last Respects, ban the move.
