1. Tera Blast is fairly predictable. If your opponent is using Tera Blast, it's going to be on the dedicated set up sweeper with bad coverage.
2. Aside from Tera Blast, you don't suddenly turn a Pokemon from a check/counter to a non-check/counter. Like if Volcarona Terastallizes into a Fire Type, Toxapex and Heatran don't suddenly stop being counters to Volcarona. They would if Volcarona became a Ground type with Tera Blast Ground.
2a. While yeah, Volcarona could give itself Psychic STAB for Toxapex, it's not like Toxapex would going to safely counter Volcarona running Psychic. Additionally, what exactly do you do in the situation where Volcarona gets Earthpower or Dragapult gets Shadow Claw? You can't blame Tera for giving your Pokemon coverage they normally don't have. Banning Tera in this case would be like banning Shadow Claw on all Pokemon to preserve Dragapult in OU.
3. In 99% of scenarios, you aren't getting the perfect offensive and defensive typing with Tera. If you do with say Tera Fighting Avalugg, you are also using Avalugg with a better typing and telegraphing what Pokemon you'll Terastallize.
