Actually yeah. They could really make something neat with this. The hardest part would be having the right pokemon in the game. I think having different divisions/weight classes would be a good idea to make more pokemon available.

Also like horse racing and dog racing, they should have rideable pokemon and just the pokemon by themselves.
You could also do flying races, digging races, surfing races, etc.
