Not ideal, nor good, but plenty of games have short dev times, often with significantly fewer resources than GF/TPC (Xeno 2's team was notoriously gutted and the production rushed, yet they still stuck the landing)

Hire more people. Again, Xeno 2 managed what it did with a skeleton crew, something as huge as pokemon has no excuse.

Strong enough for Mario, Bayo, Zelda, Xeno, etc. They don't have cutting edge graphics or performance, but they DO have good art direction and steady performance.
