Is Pokemon just nothing more than a means of making quick cash with no care for what's actually being produced? Will Pokemon games ever get passionate developers, time and effort put into them?

Honestly, at this point it is way, WAY too late too build things again from the ground up. To do that, you'd have to delete the last 700 Pokemon from existence, and that by itself would make zoomers shit themselves and would tank the series (despite the fact that it would be for the greater good).

I put so many hours into Pokemon Red that my Mom got cranky with me for sneaking fresh AA batteries from the TV remote .
I also didn't discover the flash TM until postgame, and thus went through rock tunnel blindly.

Gen 2 has beautiful spritework and music, but compared to other pokemon games its lackluster and even HGSS lack replay value.

Why else would Masuda decide that releasing a game every year is the thing to do for their small game studio? Even if they weren't directly asked, the mere existence of the rest of the franchise means that they have to keep up with that schedule. They could decide to take it in a different direction if they wanted. There's ways to do it. But the only Pokemon that has been delayed in the last decade has been Legends, and I guess technically they canceled two Gen 6 titles because SM's development got out of hand and they couldn't manage both.
