I think she's had many teams over time, no long term "real team". She seems the type uplift her partners to the very top then discard them when she's bored of her new toys. The team she has raised to challenge you is the one she is excited about when she fights you.

She is the strongest of those who have achieved that rank
They're not saying she's THE strongest champion in the WORLD
league champion =/= champion-ranked

She lost to a bunch of people, including Nemona dumbass. And the dialog doesn't say she's the strongest, just higher ranked, which is true. A gym leader is higher ranked than your average Ace Trainer despite usually being weaker.
