After beating him I accidentally killed a nearby Tera pokemon so I reloaded and fought him again with the battle going the exact same way which has a 0.0000531441% chance of occurring. For comparison, the odds of finding a shiny are 0.0244140625%. So for perspective, in proper RNG that means the odds of a finding a shiny are about 459 times higher than flinching 12 times in a row.
