they are just placing more importance on the region the games are based off of. Even the hisuian evolutions of the starters are more geared towards fitting in the region rather than being generic monsters.

They only really need to be remembered until the next gen rolls around anyways. I think it's a way to make them appear more unique for the given point of time they are released, then easily replaced when next gen rolls around. At least, that's probably their mindset with them.

They didn't make Ivysaur and Venusaur anthro because they are attractive and fuckable the way they are.
