A) Herbas have specific slots in drop tables (if it rolls herba)
B) Herbas can be dropped in all slots (if you roll them)
A) makes those specific raid mons quite enticing because you have a chance at different kinds of herbas from the same mon without chasing too much but B) could be better than A) because if there are more pokemon with more herba entries in the possible reward pool then that means more chances through the rolls
