This might be the inner genwunner in me talking, but when a rival is done well, it's less about the growth of the character alone (Wally) and more of the character's growth in relation to the player's progress. There's a reason why so many people remember Blue beyond the basic nostalgia - his transition from a just a bratty snob to a frustrated egomaniac in RBY gives the game's story a central antagonist, so when you actually defeat him, it's one of the final milestones of the player's journey. If you cut Tierno, Trevor, and Shauna from XY's plot, almost nothing changes. If you cut Blue from RBY, the entire game's plot falls apart.
