Yeah, Ice types are good at that niche but it's the only niche they can possibly fulfill and there's only so many Pokemon you can cram into one niche before it's filled up. We're already seeing that happen with Ice in this gen - we got Chien Pao who's just an objectively better version of Weavile and now there's no reason to ever use Weavile.
Now compare Ice to actually good types like Water, which have multiple Pokemon existing at the highest tiers of play in multiple roles - fast revenge killers, bulky setup sweepers, stallmons, stall breakers, rockers and defoggers, and literally everything in between.
