It has body press for unresisted ghost/fighting coverage, and can choose between fluffy for survivability or sand rush (+tyranitar) to be faster than most things in the game. The ghost moves gets very strong very fast, specially if you use stuff like memento or healing wish, so at some point you basically have a ghost-type explosion that you can spam with no drawback (other than your dead allies) and reverse sweep.
Smogon decided to ban the entire mon, even though it's quite literally just the move that is broken. Basculegion, soon to come out, has this move, but actual stats unlike the dog, a water STAB and abilities like adaptability (600BP ghost move) and swift swim. You can imagine what smogon will do.
