There was never a world where we were going to get a single finished game each generation. From a pragmatic stance, it is always the correct choice for the developer to put out a title with the most minimal effort they can get away with while keeping a profit.
From this perspective, the best known option for the player end is actually BW2/USUM style games where they minimize resources for maximum new content, but this assumes the devs are competent enough that the new game is going to be better than the old game plus some.
If we don't believe Gamefreak can pull that off, and personally, I fucking don't, then third editions are a way safer gamble because it's nearly impossible for them to fuck that up.
