It's a genuinely weird design choice.

Making them have the SE starter against yours incentivizes you to raise other Pokemon.

Making them have the one you can kill in 1-2 hits does nothing besides rewarding you for knowing about SE attacks in the tutorial battle

It's been that way since gen 6. It's to make story mode easier for kids.

Think of it like Mario games. Main story is piss easy for the kindergartners, all the postgame and side challenges are the ball busters for adults.
