Game freak thought water flying was too lame for a legendary so they made Lugia psychic because psychic mons were generally seen as very strong back in the day

Lugia type autists are the worst kinds of autists in this community. Psychic/Flying is way cooler than Water/Flying. Also, Lugia originally perched on top of Brass Tower, next to Ho-Oh, until it burned down.

I suggest playing the game before letting your autism run loose on the internet.
