If people kept rematching gym leaders, they wouldn't play the PvP.
Game Freak has been going into the direction of "other people are your post game. deal with it" since Gen 6.
Despite the Battle Tower being a staple feature for 2 decades, it's now gone and will most likely never return. Repeatable gym leader matches and elite four are old fashion. Hell, I wouldn't be surprised if Gen 10 removed gyms and an elite four in its entirety and simply went for something completely different. I feel that's what titans and the starmobile are for. Gen 10 will have more "traditional RPG boss battles" and they always seem to ease us into this way with a previous generation
>Gen 7 has no National Dex, despite all Pokemon being available>Gen 8, dexit happened.>Gen 8 has a vastly simplified Battle Tower>Gen 9 has no battle tower equlivant at all>Gen 9 puts way less of an emphasis on the Pokemon League as it's just one part of the story (gyms and E4 and you can't rematch them desiptie being able to since Gen 3 and Gen 1 respectively)>Gen 10...You know it in your hearts.
