If it did exist we wouldn't have paradox mon for starters but assuming some insane person did think about monsters all time why wouldn't they think of something more grotesque than past and future versions?
In fact they know about Suicune and Virizion so they'd have to know of the other minor legends so why not them?
Then you have Turo and Sada, they wouldn't need their time machine because they would have generated some long before it was finished and could have just studied them without the time machine.

Without rules that adhere to what the games say them there's no difference between it and fanfic.
