There's no way the dotted line and greyed out section in the north east doesn't connect to Kalos eventually, in some way.

At best, the dlc will just be another island.
I would love for another gen to have more than one region in it but realistically they will never put that much effort into a dlc when they could just sell it as a new game.

Being the area that links to kalos(and is a chunk of france, though barely)=/=actually linking to kalos.
You aren't going to actually get much more than a few references due to "look sourthern kalos". This doesn't mean you'll be visiting actual kalos.
It'll be an OC area with some Kalos theming.

Sword and Shield were "guarnteed" to have Kalos DLC, according to XYgotes as "France and the UK are near each other, which means Kaols and Galar are near each other which means I get muh wehash!" and that didn't happen.

That's South Kalos, Kalos itself is only half north of France. We never had this area as a pokemon region before, it can be a clever DLC because they can do that and it isn't the biggest area doing the rest of France, it isn't that much big as Kalos.

Game Freak gave the perfect excuse back IN Gen 6. They specifically say that south of Kalos is an impassable, sacred mountain range that no one is allowed to enter. Make that giant portion of land just a rock, and Game Freak can be coy about whether or not the big rock off the northeast coast of Paldea is that mountain range or not.
