The only ones that are definitely better designed than their evolutions are Bayleef and Grovyle, arguments can actually be made for all others.

Braixen is the outlier for its dramatic popularity by design alone, TPCi made shilling material specifically for it (Pokken, prolongued anime exposure).
Mid stages are crippled by the games' design itself, the first stages are always marketed as an introduction and symbols of the generation and players tend to spend more time with the final evos.
Althought minimal it would be cool if there was more material giving focus in a non-shilly way like Grovyle had its shining moment in PMD EoS. They have appeal, it's just not very touched upon.

ivysaur is in smash and still isn't as popular as venusaur and neither of them are in the same galaxy as bulbasaur
grovyle had a major role in PMD and is more popular than treecko but isn't anywhere near as popular as sceptile
