Why did GF decided to give opposing dex entries to Chien Pao? Scarlet's dex entry is basically "cute cat playing in the snow" but Violet's dex entry is "EVIL HATRED".
CHIEN PAO IS THE BEST LEGENDARY THIS GEN

Just because the pokemon was born from hatred doesn't mean the pokemon itself is malicious
All four treasures of ruin likely behave the same as any other pokemon, their existence just naturally causes decay and corruption to the environment around them

Because the Pokedex is written by dumb 12 year old kids who only have firsthand experience with the Pokemon and likely exaggerate the hell out of everything.
This has been the case since Gen 1.

Technically, at any point. Realistically, late game because it's level 60 and you'll need the badges for the level caps.

I wouldn't be surprised if the writers introduced arcs where they learn to control the extent of their power, so mass destruction and ecological corruption is well within their potential but it isn't their go to state. This is assuming they ever want to do anything with the characters beyond world ending threat status- ie if a protag befriends them, you would assume muh pure of heart / power of frensnib etc etc would allow protag to bring out the good in world ending threat mon. Be the best that you can be etc
