Sinnoh. The level curve was higher, and Victory Road was a bit less grind compared to the others.

Probably Gen 2. Not saying it’s hard but the elite four get a huge level spike while the rest of your team is probably still under 40. Generally I fight every trainer and wild pokemon I come across and I’m always below 40 before the elite four in those games

Gen 3. The Elite Four is from 49 - 56, while my Pokémon just reached 40. Where the actual fuck am I supposed to grind? I already battled every trainer I could. Anyone else experience this with Gen 3 too? I'm not letting anyone tell me Gen 2 was worse with this because at least you could brute force it 10-12 levels under Lance. How am I supposed to beat Milotic and Gyarados with a team that is nearly 20 levels underlevelled?

Levels are 10-15 higher than you even if you battle all trainers.

with strategy like any other turn-based rpg where you fight bosses at a disadvantage

Generation 1 because they're so high level and have such strong mons that they most likely mop the floor with your ass.
If they haven't wrecked you on your initial attempt or don't at least come close to then they ain't ELITE.
That's how you make the Elite 4.
