On one end they never intended to make Gardevoir look THAT appealing, but on the other hand, it would be a shame if they let that motivated part of the fanbase dry up without milking them with other designs. They're stuck in a loop of tempting degenerates while also trying their best to make Pokémon that aren't just explicitly feminine figures but actual monsters in an anime world.
