Meganium is the least optimal starter to use but its in-game badness is overblown. Even the common argument if Johto being bad for Grass types because of the Gym Leaders falls if you actually look at every gym leader.

Note, Team Rocket's poison types coudl give it trouble but they are mostly incompetent unleveled grunts. And it actually is bad against the Elite 4. But for the gyms its only Bad against 3 with and Falkner is weak enough that being weak to him isn't that bad.
