This is the same league that got hacked by a Penny who said this "It's not even that har..", Also Penny cannot hack into Sada/Turo designed system in tera Lab and likely the school (as it would be much easier to change the records in school preventing team star from getting expelled.), So the design and technology was there, the league is just too understaffed and too underresources to do anything about it.
If they have to face actual villainous team, this league would folded like a paper (Unless Clive step in with his surprisingly capable team.),
If someone like Ghetsis showed up here it would not even be a fight it would just be a change in administration with very few pokemon battle.
