Outside of stalking you and pokemon battling Nemona probably sit in the room doing student council job.

I don't know how Penny manage to have stamina though but I suspect that she leave her room more often than we see in post-game(when she have to redesign the pokemon league security system) since she did walk over to give you the supply during Starfall-street.

I like to theorize that she might be a sick kid. On top of her stamina being absolute shit, she's still in her first year of school and taking the same entry level courses as you despite having been at the school for longer and not skipping class like Penny or Arven. She was also at her house instead of at the dorms at the start of the game, despite you seemingly transferring to the school in the middle of the year. It would make sense if she had to take time off school due to illness and just so happened to finally be well enough to return the same day you left for school.
Maybe the reason she got so into battling is because it's one of the only things she can do despite being as weak as she is.

She's a princess with many maids and butlers in her house with less common senses than anyone else in game. It wouldn't be weird she was treated like a royal and had the maids dressed her up, the butlers drove her anywhere she wanted.

It explains her battle obsession too. Battling is probably her only real freedom; the teachers watch their tone with her because her father is a major donor. The other kids avoid her because of the caste difference. Then a new kid shows up with no idea who she or her family are, makes sense she'd drop everything else and start the league challenge over with a new team.

The director also mentions that Arven lacks enough credits to graduate. Ofc he will be in the same classes as you if he never took them. Classes in this setting aren't mandatory but you still need to attend. He was fucking around so much with the herbs mystics, he didn't attend school regularly presumably until you drop around. Penny also comes from Galar after studying 1 and a half year away, she still needs to take some classes you do. Turns out her studying abroad was more of an excuse so she could have some free time to wash away the bad experience of the Team Star incident.

Basically everyone is conveniently missing credits to graduate and Nemona's last year was too focused on the league.

Nemona, in Victory road, is literally running everywhere to catch up with you and or battle you.
