Rika is a constant presence through the game, her design is simple and clean, a female prince is unique for Pokemon standards, has gap moe between her friendly and serious mode, has some dork mannerisms like the spin she does when she throws the ball, etc. Rika has a lot of hooks, besides her "base character". The only one I can think Tulip has is an off-handed mention that she's friends with Dendra and even that overlaps with Miriam who also has various other hooks.
