Pokemon have been confirmed meals since at least Sinnoh, gen 6 and 7 have whole eateries where you have stuff like "Take Down Steak", no idea why it took the games explicitly showing things like burgers and bacon for you people to get that Pokemon can be food.

How so? I can see Bulbapedia says her name origin is "from: Peony" but I don't see where they get that from (pretty sure Penny is just a name on its own) or what exactly connects her to Peony aside from her being from Galar.
Peony/Peonia also seem slightly darker skinned than Penny, and her eye colour is listed as black, vs Peony/Peonia/Rose who all have green eyes.

The psychic fish pokemon veluza is referred to in game as something people eat.

The biggest link is that Penny and Peonia's Japanese names are both part of a well-known saying, "立てば芍薬座れば牡丹歩く姿は百合の花"
Also Peony's nickname for Peonia, シャクちゃん, is the same kind of shortened form as Penny's ボタちゃん (in English they're Nia and Pen-Pen, so they're slightly different from each other)

Because it's something they avoid showing. Takeshi Shudo wrote that it was a delibarate choice never to show Pokemon eating meat products in the anime, instead sticking to Pokemon food and nuts, and that humans were not to be shown eating meat products. He knew that people were going to question it but it was decided to avoid the subject. The games never really say where the meat comes from and it's mostly confined to the pokedex. Masuda avoided the question when asked about it.

Basculin was literally called food in gen 5 and unlike Veluza it doesn't have a regrow gimmick.
Same with barraskewda.

The distinction is being locked to the dex; as kids are less inclined to notice context. Gamefreak have always clearly had some references to pokemon as food items.
But the only ones that get a proper ingame stuff are the ones they can handwave on account of just being body parts they can get back.
