She doesn't imply she suddenly got stronger recently, she just says she "refuses to hold back so its rare for people to become champ rank".(As in your average person who just beat the gym challenge, she's not saying she's suddenly demoted champ ranks so downplaying them seems kinda random)
I'd wager DLC would probably throw out extra champ ranks as major characters since thats an obvious choice, and i doubt they'll be "worse" so much as not in some awkward political role so they're not relevant to the main story.
