Bottom tier speed IVs are relevant, bottom tier attack IVs are good but not earth shattering.
Bottlecaps aren't really that expensive all things considered; good natural IVs aren't as relevant as they once were.

It's like a 15 point stat difference or something at level 50 to have an IV maxed. Can be pretty significant at certain breakpoints, but I've never been autistic enough to farm for specific IVs.
