no. Light-type would have been soulless, Fairy was established as an egg group a long time ago and Clefairy/Granbull etc were always called Fairy Pokemon.

Did Fairy even really cull Dragon?
The Ubers Dragons are still pretty much the Ubers Dragons.
Monsters like Dragonite or Garchomp basically lost like, one move/strat (can no longer freely click Outrage) and are still amazing without it.
At best, Fairy just hit Hydreigon hard and shitmons like Druddigon while also introducing its own oppressive mons like Xerneas or Zacian.

They flat out said it was meant to "counter the Dragon-type", when the Dragon-type itself was never the problem. The actual problem is at least 80% of Dragon-types were 600+ BST monsters.
