Just go to their bases and you'll find their respective leader, talk to them for a rematch once per day.

You're right that the game never tells you this though.

I'm going to do another playthrough with only Rock type because there is no Gym Leader/E4/Team Star member that uses them exclusively.

Sure one of the teachers does but that's only in Post Game and it's not even a guaranteed battle, I didn't get her in the Ace tournament. So I don't think that counts as a rep.
