You have a team of 6 Pokemon that you can freely switch out/release and recapture for lower level mons. Level scaling wouldn't work in Pokemon. In the hallway simulator games it worked by gatekeeping the player until most of the trainers on a route were defeated.

I genuinely wish I had done this. I ended up doing the grass gym as my fucking fifth because I had zero reason to ever go there. Stomping a gym leader literally half your level isn't fun. The gym leaders, titans, and star bases should scale to how many badges you have. As is if you do things out of order you're just guaranteeing you won't have any fun doing the low level stuff when you finally get to it.
