bonus points if it doesn't let you cheese your way through by using trainer items in battle, using shift mode etc.

There was this difficulty hack fo4 XY I played and had fun with but then as soon as I reach the E4 it went to shit. They were all level 80s and had 12 pokemon each in a double battle format

This is part of the reason I stopped playing Radical Red.
The primary reason I stopped was because of their stupid "balancing" that went way over the top. I couldn't even find shitmons to use anymore.

This is why you play RR on min grinding mode. No EVs, all mons are maxed IVs, nature changes are free, and tutor/egg moves are free. Still weird how hidden abilities still have a cost, but at least it's easily farmable.

Radical red has a minimum grinding mode. All mons have perfect IVs, EVs are disabled and you can change natures an every Pokemon Center.

How does now EVs end up changing the meta? Do mixed attackers become a lot more viable? Does everything in general just do less damage?

I guess mixed attackers are gutted? With no EVs, sweepers are weaker and slower, but tanks are frailer.
