This only flies with a lack of context. Most of those were legitimately great mons in gen 3.
And unlike most mono-types water can cover its weaknesses; which his team does.

Contextually nothing can lose to RGB Blue though. Actual king retard sets because he uses the learnset movesets of gen 1 mons.
Course any other version of his teams are decently mid tier among champs but the OGs are utterly useless.

I wouldn't call her the "most forgettable" character though. She's clearly defined as a celebrity in-game, NPCs talk about her, she's friends with the Professor, and she has rewards for the player in the post-game. Also one of the few characters in that setting with a Mega Stone.

The only Champion that I would call forgettable is maybe Wallace? Because he's only there in the 3rd version keeping Steven's seat warm.

While that may be true, she's by far the champion that's the least relevant in her own game. Wallace at least has the Sky Pillar thing. Diantha shows up once in the cafe, and then fucks off until the end. That's not making a good showing, compared to how prevalent every other champ was before her. The only reason she isn't at the bottom is because they managed to make Geeta even worse.

you should be asking why the fuck Bruno has two Onix instead of Poliwrath and Primeape or why the fuck Ghost was considered physical when the only Ghost Pokemon was more special and out of three moves it had only one could be considered physical and not special/magic
