This is exactly what went wrong, it involved going to some limited-time IRL distribution so naturally it locks out a bunch of players from obtaining it
In DPPt you just get given a Riolu egg so anyone can get it

being so difficult to obtain in its debut game completely killed off any chance of popularity it had.
not only was it an event-only mon, but said event was locked behind postgame transfer from gen 4.

They stopped shilling it, needed an event, it had no presence in the story and was pretty mediocre in battle.
Lucario meanwhile was constantly shilled and got into Smash, was a gift mon from a cool character you work with, and was extremely competent in battles due to how broad it’s movepool was.
They realized the mistake with Zorua being an event only which is why you get one rather early in B/W 2, but being part of the N’s Pokemon gimmick made it a lot less unique since there were several pokemon sharing this spotlight, and it was far too little too late. To add salt to the wound, you can find a Riolu before the first gym in B/W2 lmao.
