Oh, that's just Bulbapedia translation. It took like 7 years of people bitching before they finally agreed to fix くさむすび's translation from "Grass Rope" to "Grass Knot. And their translation of とんぼがえり is still awful to this day.

It's most likely a reference to the Slowking from the second movie who was voiced by a comedian in the Japanese version.
If this is indeed the reason why, I could see this move become available for Wobbuffet in the future.

only american writing has to include a quip every 5 seconds
the translations of these movies are actually wildly different, there's a lot of stuff that is just completely rewritten to include quips and 'jokes'

if this worked like a baton pass it would make a tiny bit of sense and would make Glaceon, Frosmoth and Avalugg actually playable, but it literally just switches and creates Snow, which gives you 0.5x to Defense only
even then Slowking is just not bulky enough to set up reliably, but as it is, it's fucking worthless

It's like when they made Fire Lash in gen 7 and gave it exclusively to Heatmor, a Pokemon you had to transfer in.
And now in SV it's exclusive to Salazzle, which ironically would have made more sense to do in Gen 7 (even if her stats aren't meant for it.)
