It's a Day of the Dead Crocodile. Singing and music in general is a big part of the holiday. That's also why it has the little fire ghost bird. It's a pretty cool design and idea for a pokemon imo.

Birds are a symbol of spirits passing on. Small birds tend to hang around crocs and pick food out of their mouths. Crocs also make some really crazy sounds so making the ghost fire croc a Day of the Dead singer probably came from that. I'm not really 100% sure the reason behind the design. Maybe they will release an art book or something explaining it in detail.

Crocodile and Alligator use infrasound to communicate in large individual this is so loud that it can cause water to vibrate giving off the impression that the water are boiled (look up Alligator water dance), then they exhale a vapor from their nose that look like a steam.
