A single layer does 1/16 additional damage to an enemy Pokemon every time a Pokemon on your side of the field lands an attack, but they can be doubled up. A doubled up version also curses the opponent's Pokemon when they switch in. Ghosts absorb them and heal when they do and normal types aren't effected by them.
For Electric Spikes, we get little ball lightning clusters that hang around and do Electric damage on switch-ins like Stealth Rock, but they hit flying type and levitating Pokemon and don't effect ground types. When they're used you get an amount that comes out (5) and it ticks down every time a Pokemon switches in. It doesn't stack. An electric type switching in absorbs them all and gains a level of speed, but a steel type switching in gets hit by all of them at once.
