Is he good in competitive? Any format, official or fanmade.

I want him to work, but slow frail physical attacker doesn't help

Honestly, he's probably the best starter in 6v6 singles. Aqua Step + Moxie means crazy sweep potential if you play your cards right.
The only thing holding him back was Palafin existing.

He's functional in singles, but he's the worst there.

It's decent but largely overshadowed by a lot of new Pokemon. It needs a couple of turns to really get a sweep going which makes it unteliable next to all the things that hit hard and fast off the bat. Palafin alone has ot beat as a physical water type, so it's kind of rare in VGC.
