It's all very reasonable it gave instructions to some other people on what to do and they attempted it, but their attempts only lead to paradox pokemon coming through
Who knows what happened to them, maybe they realized the same thing the AI did and shut it down themselves but there were definitely people down there constructing things beyond the known technology of the time
