The fact that it gets consistent recovery AND coverage for it's only weakness is actually pretty good. Bare minimum, sure, but most don't even get that.
It's a thoroughly mediocre mon at the end of the day, but it has something it wants to do and kinda has the tools to do it, which makes it better than most mons in the series pretty much by default
