It's so the AI is basically guaranteed to focus on Tera STAB, only deviating when you present something weak to flying.
But this just brings us to the point that GameFreak can't program competent AI for shit, so they have to do loopholes like this to make it seem smarter than it actually is.

This shit has been going on since Gen 1. Of the very few trainers they could alter movesets on, the champion battle has one less move on Exeggutor. Otherwise you get shit like Arcanine on the same team, which has a move that does absolutely nothing.

The thing is though... the AI CAN. Tera Raids have them selecting the best move against your mon. The 'hard' trainers also seem to usually have better AI too.

Reminder that Gym Leaders and the Elite 4 will be completely removed in Gen 10 and this is Game Freak's "subtle" way of telling you so. We will not have an "equivalent" like there was for Gen 7 and the Captain Trials.

And Hard Mode's unironically easier anyway because the NPCs have inferior stats despite having higher levels, meaning you're getting more EXP in exchange for enemies of identical strength to normal.
Easy Mode's unironically harder because you get LESS EXP and the NPCs technically have superior stats for their levels.

No, for whatever fucking reason they inflated the levels in Hard Mode but kept the stats the same as in Normal. Granted, boss trainers usually have better movesets and held items so it's more difficult in that regard, but it's extremely stupid nonetheless.
