I think the best way to nerf pic related would be to make it -1 priority. Does that seem reasonable?

The reason I bring up priority is that cyclizar is actually fairly quick, so circumventing its speed is sensible

Slow switching moves mean the Pokemon coming in is guaranteed to not take damage. And for something like Shed Tail, it would mean coming in with no damage and a full substitute.

Cyclizar isn't that tanky, so he'd probably die trying to set it up. Orthworm could take a physical hit but dies to anything else.

You'd have to have at least 51% HP for it to work and I'd wager most Pokemon could easily bring either of them down to below half.

On the other hand, Cyclizar can afford to max out its bulk if its main move is negative priority and it's likely not going to attack anything anyway.
