>>52556698I doubt that much thought was put into it. This is also Gen 3, where Kyogre's only two weaknesses were two Special types, so having 140 Special Defense makes it very bulky. Meanwhile even in sun Groudon has to worry about Grass and Ice, especially Grass since the Sun would actually boost stuff like Solarbeam against it.
There's a lot more they could have done if the intent was to make Kyogre more of a glass cannon with Groudon as a tank.
What hurts it further is the fact that while Groudon gets coverage that could help with that like Fire Blast or Solar Beam, it doesn't really have the special attack to back it up either. Even now it doesn't get Solar Blade or a physical fire move better than Fire Punch.
He didn't need to be Fire type, but he was still done dirty.
