base sv has the same amoutnt of mons as base swsh (it actually got less if you count each forms as individual mons) so yes, it is slots.

based How do you make Whiscash viable? I feel like its close to some kind of viability, dragon dance is a hell of a drug, obvious so it cant be intimidated and stab earthquake this is clearly a stat problem.

Just give it the same tools the other Ground/Water like Gastrodon or Quagsire have:
-Recover
-Water Absorb

With just one of these two things, it doesn't need to have better stats. But it will never get them so it will always be outclassed by Gastrodon
