Genuine question: Why did Arceus succeed in many fans eyes where the rest of the Switch Pokemon games seem to have failed?

It was something following a completely different formula that had a lot of potential. The mediocre aspects of it were overshadowed by the positive elements, and fans figured "they tried and somewhat succeeded with a new level of immersion so it's okay". Nobody knew it was to be the Switch's Emerald or HGSS

Scarlet/Violet would have been the most well-received Pokemon games alongside PLA by a country mile if they didn't have shit performance. There was just a massive campaign from reddit and similar forums to review-bomb the game in the hope that Game Freak would be pressured into releasing a patch.

Because fans don’t like Pokémon so of course the praise the game that doesn’t praise like Pokémon even if said game don’t solve any of the issues they have with SV. They just want to play dark souls for toddlers
